Jigawa State Allocates Over 90% of 2025 Budget to Citizens’ Needs

This was revealed by the Commissioner for Budget and Economic Planning, Ibrahim Babangida Umar, during a press briefing on the 2025 budget estimate.

2025 Budget Highlights

Governor Umar Namadi presented a N698.3 billion appropriation bill to the Jigawa State House of Assembly for consideration. Tagged the Budget of Innovation & Transformation for Greater Jigawa, the 2025 budget surpasses the previous year’s allocation by over 130%, marking a significant leap in state spending.

The Commissioner explained that the budgeting process involved extensive citizen participation.
“One of the key processes in our budget preparation is inviting citizens to sit and tell the government what kind of project they want. There is nothing in the budget that is not citizen-oriented,” he said.

Sectoral Allocations

The 2025 budget prioritizes capital expenditure, which accounts for 77% of the total allocation, while 23% is set aside for personnel costs and recurrent expenses. Key sectors received substantial portions of the budget:

  • Education: 26.4% – the largest share, emphasizing the state’s focus on improving schools and learning infrastructure.
  • Health: 10% – although below the 15% benchmark stipulated in the Abuja Declaration, it highlights an effort to address healthcare challenges.

Citizen-Oriented Development

The government’s emphasis on citizen engagement in the budgeting process aims to ensure that projects directly address the needs of the people. The significant increase in capital expenditure is expected to drive infrastructural development and socio-economic transformation across the state.

The 2025 appropriation bill underscores Jigawa State’s commitment to innovation and citizen-centered governance. If approved, the budget promises to deliver impactful projects that will transform the lives of residents and foster growth in critical sectors like education and healthcare.
