CurrentReport Blog The Nigerian Communications Commission (NCC) has issued a directive to all Mobile Network Operators (MNOs) to finalize the mandatory verification and linkage of Subscriber Identification Modules (SIMs) to National Identity Numbers (NINs) by September 14, 2024. This move is a continuation of the Federal Government’s 2020 policy aimed at ensuring all SIMs in the country are properly linked to a NIN.
In an update provided on Wednesday, the NCC revealed significant progress in the NIN-SIM linkage initiative. As of now, over 153 million SIMs have been successfully linked to a NIN, representing a compliance rate of 96%, a substantial increase from the 69.7% reported in January 2024.
The Commission, in a statement signed by Reuben Muoka, Director of Public Affairs, emphasized the importance of achieving 100% compliance as the country approaches the final phase of this process. “The complete linkage of all SIM cards to NINs is essential for enhancing the trust and security of our digital economy,” the statement read. It further highlighted how this initiative will bolster confidence in digital transactions, reduce the risk of fraud and cybercrime, and promote greater participation in e-commerce, digital banking, and mobile money services. The overall aim is to promote financial inclusion and drive economic growth.
The NCC also disclosed alarming findings in collaboration with the Office of the National Security Adviser (ONSA) and the National Identity Management Commission (NIMC). The investigation uncovered cases where individuals possessed an unusually high number of SIM cards, with some owning more than 100,000. The Commission reaffirmed its commitment to collaborating with security agencies and other stakeholders to combat the sale of pre-registered SIMs, thereby safeguarding national security and ensuring the integrity of mobile numbers in Nigeria.
To ensure full compliance, the NCC has directed all MNOs to complete the mandatory verification and linkage of SIMs to NINs by the September 14 deadline. From September 15, 2024, no SIM operating in Nigeria will be allowed without a valid NIN. The NCC urged all individuals who have not yet completed their NIN-SIM linkage or have faced verification issues to promptly update their details with their service providers or use approved self-service portals.
The Commission also reminded the public that the sale and purchase of pre-registered SIMs are criminal offences punishable by imprisonment and fines. Citizens are encouraged to report any such activities to the NCC via its toll-free line (622) or through its social media platforms.
The NCC concluded by expressing gratitude to the general public for their cooperation in strengthening Nigeria’s digital ecosystem.
