Sponsored by Senator Abba Patrick Moro, representing Benue South Senatorial District and the Senate Minority Leader, the bill also had strong support from other Senators representing North Central Nigeria.
Legislative Journey of the NCDC Bill
The journey of the NCDC bill through the Senate began in the 9th Senate, where it passed First and Second Readings but didn’t receive presidential assent before the end of that Senate session. Reintroduced by Senator Moro, the bill successfully passed its First Reading on October 5, 2023, and the Second Reading on February 21, 2024. The Senate Committee on Special Duties subsequently reviewed the bill and presented a favorable report during Thursday’s plenary, leading to its adoption and eventual passage.
Purpose and Scope of the NCDC
In his lead debate, Senator Moro highlighted the critical need for the NCDC in North Central Nigeria. The Commission is envisioned to play a pivotal role in:
- Resettlement and Rehabilitation: Managing funds from the federal government and international donors to aid in the resettlement and rehabilitation of victims affected by floods, and farmers-herders conflicts.
- Reconstruction Efforts: Rebuilding roads, houses, and business premises devastated by natural disasters and communal clashes.
- Flood Control: Constructing large-scale drainage systems and dredging the Niger and Benue rivers to mitigate flood risks.
- Poverty and Illiteracy Alleviation: Addressing socio-economic challenges, including poverty, illiteracy, and other related developmental issues plaguing the region.
Senate Leadership’s Support and Next Steps
Senator Barau Jibrin, the Deputy President of the Senate, presided over the plenary and extended his congratulations to Senator Moro and other contributors to the bill’s success. He expressed confidence that President Bola Tinubu would assent to the bill, thereby paving the way for comprehensive development in the North Central region. The region encompasses Kogi, Niger, Benue, Kwara, Plateau, Nasarawa, and the Federal Capital Territory, Abuja.
As the bill now awaits presidential assent, the establishment of the NCDC promises to be a transformative step toward addressing the unique challenges and fostering sustainable development in North Central Nigeria.
